CNN —Palestinian Authority Prime Minister Mohammed Shtayyeh and his government have submitted their resignations, he announced Monday. The resignation comes as the Palestinian Authority (PA), which is seen as corrupt, comes under intense pressure from the United States to reform and improve its governance in the Israeli-occupied West Bank. The PA was set up in the mid-1990s as a temporary government pending Palestinian independence after the Palestine Liberation Organization signed the Oslo Accords with Israel. It is headquarters in the occupied West Bank city of Ramallah and exercises nominal self-rule in parts of the territory. Israel has rejected the prospect of the PA returning to Gaza after the war, and has dismissed the idea of establishing a Palestinian state in the territories.

The Israeli government on Wednesday published a list of 300 Palestinian prisoners for possible release, as Israel is offering a potential second phase of exchanges. Mussa Qawasma/ReutersMost of the Palestinian prisoners listed as eligible for release are male teenagers aged 16 to 18 – children under the United Nations definition – although a handful are as young as 14. Around 8,300 Palestinian prisoners are currently held in Israeli jails, said Qadura Fares, head of the Palestinian Commission for Detainees and Ex-Prisoners’ Affairs. James Oatway/ReutersWednesday’s diplomatic breakthrough offers a glimmer of hope for the families of Palestinian prisoners, as well as those of Israeli hostages. Four hostages have been freed so far – two American women and two Israeli women.

“The murder of the child Jana Majdi Zakarneh adds to the horrific murders of children that the occupation soldiers continue to commit,” Shtayyeh said. Israel has also recorded the highest number deaths from Palestinian attacks this year in nearly 20 years, with 31 killed. According to the IDF, the suspects threw explosives and fired at the IDF soldiers, who responded with “live fire.” No IDF injuries were reported. On Thursday, a 16-year-old boy died after he was shot by Israeli forces in Ramallah, according to a separate statement by the Palestinian Ministry of Health last week. The IDF said in a statement that Israeli soldiers “shot toward suspects” for throwing rocks and paint bottles at vehicles “endangered the lives of passersby” near the town of Aboud in Ramallah.
